Mr. Marquez brings diverse experience in marketing, business retention & expansions, public administration, public policy, and
border economics as the director for economic development for the City of Eagle Pass.

Prior to joining the City of Eagle Pass, Mr. Marquez served the County of El Paso as one of the founding members of the economic
development department. The department achieved the creation of several programs such as, the Healthy Foods Finance
Initiative, implementation of the PACE program, and several others. And oversaw the use and disbursement of Hotel Occupancy
Taxes

Mr. Marquez primarily grew up in Flagstaff, AZ where he received his bachelor's degree from Northern Arizona University. He later
moved to El Paso where he earned a Master’s of Public Administration and a Master of Science in Economics, both from the
University of Texas - El Paso. He is a Certified Economic Developer through the International Economic Development Council and is
currently working on becoming a Certified Economic Development Finance Professional.

Since his appointment to the position in 2019, Mr. Marquez has grown the department and established several successful
programs such as, the Medical Workforce Program, Business Retention & Expansion Program, and adopted a Downtown Master
Plan, of which several key projects are now in progress. Additionally, Mr. Marquez and team have brought over $7 million in grant
funds to aid projects such as, the business incubator, additional infrastructure projects and several smaller programs.

Mr. Marquez now leads a team of four trained professionals and focuses in areas of downtown re-development, business
recruitment, expansion and retention as well as focuses in quality of life through the Arts & Culture Center.
